Joanne Gallagher (PMP, HCS) is a Business Process Consultant and the CEO of SOAR. She is a Project Management Professional (PMP) with a Human Capital Strategist Certification (HCS). She has over 25 years of experience in transforming agencies in over a dozen states. She is a thoughtful and trusted senior adviser to enterprise leadership regarding the optimization of business processes, human capital and information technology to align with their vision, strategy, and transformation efforts.

Joanne is credited with improving multiple agency operations through successful change management, technology integration, modernizing programs, and identifying opportunities for savings and efficiency. Her career with the "Big Four" consulting firms has given her deep experience in Management Consulting and business transformation. Joanne has won several awards for her expertise, including The Tallahassee Democrat's '25 Women to Get to Know" (2024), Entrepreneur of the Year (2023) and the Woman of Distinction award (2022).
